How issues become resolved

  1. 1. Surface. Any pilgrim or local can post an issue with photos and a pin.
  2. 2. Verify. A trusted local or ward officer attests to the issue. Karma flows to verifiers.
  3. 3. Fund / volunteer. Contributors give money, time, or expertise. All visible.
  4. 4. Resolve. Resolution photo + multi-signature attestations close the issue.
  5. 5. Award karma. Karma is granted by category — Heritage Guardian, Sanitation Steward, etc. — and decays over time.
